Basically. I think its more of a control of bandwidth than a control of time, but it does suck that I can't spend my lunchbreak checking out something that I find entertaining, such as fake superheroes.
That's bullshit. Bandwidth rates (especially in bulk) are absolutely dick.
I completely understand prohibiting ongoing connections, but it takes a lot of web connections to eat up practically no bandwidth. Even Draco only blocked flash animations.
