This sign is posted on a ramp ostensibly designed for handicap access—it's right next to a set of stairs.
Maybe the ramp doesn't meet ADA guidelines (for incline?) and the placard is mandatory lest wheelchairers try to use it and find themselves exhausted halfway up.
