What you see here is an Action Package-equipped seventh-generation Toyota Celica GT with homebrew two-tone paint, and some aero effects mounted on the ... hood. Right in front of the wipers.

I'm pretty sure I've seen these "splitters" optionally available below the front fascia on some manner of sports mobile (mounted, of course, upside-down from how they're shown here), but for the life of me I can't remember where they're available. I actually thought it was on this generation Celica but the intertubes don't seem to be backing me up on that point. If anyone remembers which vehicle carries these plastic bits, please pipe up.

P.S. the GT is the base-model Celica.
